Commonwealth Roundtable Discussion on Activating the Kigali Declaration on Child Care and Protection Reform

In June 2022 at the Commonwealth Heads of Government Meeting (CHOGM) in Kigali, leaders issued a far reaching declaration, recognising that children’s protection and care reform is crucial for social development and poverty reduction goals and for a country’s future. The Kigali Declaration on Child Care and Protection Reform framed a collective vision and mission for the Commonwealth, aiming to “position the Commonwealth as a leading advocate on childcare and protection reform”. 

The Commonwealth Secretariat/Social Development Division and Commonwealth accredited and civil society organisations are working together to convene key stakeholders to discuss how to operationalise and effectively implement the Declaration. This first roundtable discussion will facilitate development of partnership working between Commonwealth governments and civil society organisations with the support of the Commonwealth Secretariat. Drawing on the expertise and experience of care and protection reform for children and youth among stakeholders from across the Commonwealth, it will help to identify priority areas for future action and develop a roadmap towards the next Commonwealth Heads of Government Meeting (Samoa, 2024). 

The objectives of the roundtable discussion are to: 

  • Raise awareness about the Kigali Declaration on Child Care and Protection Reform and its aspiration for Commonwealth collective action; 
  • Share best practice on child care and protection reforms across the Commonwealth; 
  • Outline the roadmap for operationalisation and implementation; and 
  • Agree a Pan-Commonwealth partnership to support the implementation of the Declaration.
