Executive Director, INHOPE

Samantha Woolfe is the Executive Director of INHOPE, the international network combatting child sexual abuse material online. She leads INHOPE’s global mission to ensure the rapid removal of illegal content and to strengthen international collaboration between governments, law enforcement, and the technology industry to protect children online.
A lawyer, social anthropologist and social worker, Samantha has spent her career bridging law, policy, technology, and child protection. In the early days of the internet, she worked as a lobbyist nationally and internationally with ISPA UK and the Internet Watch Foundation, advising ministers and shaping early online safety policies. She served as COO of the Family Online Safety Institute (FOSI) for five years before returning to Europe to take positions at ICMEC and Insafe. She then joined INHOPE as a policy officer, later leading network expansion and partnerships to strengthen the organization’s global impact, ultimately becoming Executive Director.
Samantha also serves on the Board of Mtoto News and the Safety Council of Zepeto (Naver Z Corporation), and has twice been elected President of the French-American Synagogue of Paris, reflecting her commitment to community, cross-cultural dialogue, and grounded ethical leadership.
