Children displaying harmful sexual behaviours (HSB): Evidence and responses

Safe Futures Hub, WeProtect Global Alliance – Report

September 25, 2025

The prevalence of children under the age of 18 who have displayed harmful sexual behaviour in online, offline or blended spaces, is a rising global concern. Despite growing awareness, the global response to this problem is currently fragmented, reactive, and disconnected from the lived realities of young people.

This research report provides valuable insight into the complex and evolving nature of what harmful sexual behaviours are, as well as appropriate and effective interventions to reduce them based on evidence-informed practices. It includes actionable recommendations for strengthening prevention and response efforts across a range of sectors.

This research report was managed by WeProtect Global Alliance as members of the Safe Futures Hub. The research was conducted by Trilateral Research and reviewed by the Safe Futures Hub’s core team and advisory group.

Safe Futures Hub is a joint initiative between the Sexual Violence Research Initiative (SVRI), Together for Girls, and WeProtect Global Alliance focussed on solutions to end sexual violence against ch8ildren.
