Prevention Framework

The Prevention Framework is at the heart of our response to online child sexual exploitation and abuse. It translates evidence from the Global Threat Assessment 2025 into practical steps that every sector can take both individually and together.

The Prevention Framework is designed to complement our Model National Response and supports coordinated efforts to reduce risk and build resilience.

Four action areas  

This framework is built on four interconnected action areas, intended for use by governments, tech companies, civil society organisations, media and international organisations.

These four action areas are mapped across three levels of prevention:

  • Primary (proactively protect)
  • Secondary (detect and disrupt harm)
  • Tertiary (respond and support after harm has occurred, which can prevent re-victimisation and re-offending).

The framework synthesises emerging evidence, good practice, and expert guidance. It aims to provide an entry point for stakeholders to consider prevention actions relevant to their context and expertise. 

The action areas are organised to reflect the socio-ecological model, starting with children and progressing through communities, institutions, governments, and global actors.

It highlights the layered nature of prevention, where each level reinforces the others. Enablers such as financing and research provide the foundation for all actions and must be proactively addressed and sustained to make prevention possible.

Prevention is not a single intervention—it’s a layered, collaborative approach. When these actions align, we create an environment where children are safer, and abuse is harder to perpetrate.
